This law aims to improve the public's sexual knowledge, and to help those who have not had sex, or so-called virgins, who are likely to be sexually vulnerable, by creating a sex education promotion department in each prefecture and city hall, and having city hall women themselves perform sexual intercourse procedures to improve the birth rate.
